Sam has spent three decades building advocacy, communications, and political infrastructure at the highest levels of American public life — across three presidential administrations (Clinton-Gore, Obama-Biden, and Biden-Harris) and seven presidential campaign cycles, with the bipartisan network to show for it.

He has advised Cabinet Secretaries and White House principals, led advance and grassroots engagement operations for events ranging from G7 summits to Supreme Court ceremonials to national conventions, inaugural events, and hundreds of local visits, and spent five years as the U.S. Department of Education's White House Liaison.

He built and led the grassroots practice at one of the country's largest public affairs firms — a 1,000-person grasstops and grassroots network generating $25M in enterprise value — steering it through a global pandemic without losing a client or a target, and scaling its offerings well beyond traditional grassroots work.

Today, as founder of Place Fractional, Sam brings that same systems-building approach to organizations that need C-suite-level strategy and communications leadership but can't yet fund the department. He currently serves as Fractional Head of Strategy & External Affairs to the Association of Performing Arts Professionals (APAP), where his work is credited by APAP's President & CEO as the vision behind the organization's reframed mission — and its strongest fundraising results in the organization's history.

Recent proof point — 2024, cross-partisan

As National Advance Lead for Harris-Walz 2024, produced the campaign's largest GOTV rally (Mumford & Sons, The National, Gracie Abrams) and the Liz Cheney endorsement event — a Republican endorsement event run by a Democratic-campaign advance lead, and a concrete, current example of the bipartisan network above.
